What a Quantity Surveyor Really Does — and Why Ghana's Construction Industry Can't Do Without One

There is a persistent misunderstanding about what a quantity surveyor actually does. Ask a layperson, and they will tell you a QS “counts things on building sites.” Ask an architect, and they might describe a QS as “the person who prices the drawings.” Ask a contractor, and you will often hear something like “the one who checks our invoices.”

None of these descriptions are wrong. But none of them are complete, either.

A quantity surveyor is the financial custodian of a construction project — present from the earliest conversation about a building's feasibility, and still working long after the contractor has handed over the keys. Understanding the full scope of that role is not just important for QS professionals looking to articulate their own value. It is important for every developer, public institution, and contractor who works with one, because misunderstanding the QS's role is often how projects end up in financial trouble.

This article sets the foundation for everything that follows in this series. We will define the QS role clearly, trace it across the project lifecycle, and situate it within Ghana's specific construction and procurement context.

The QS as financial custodian

The cleanest way to understand what a quantity surveyor does is to think about what happens to money on a construction project without one.

A developer commissions architectural drawings and gets a rough cost figure from a contractor. The project starts. Variations arise — they always do. The contractor submits a claim. The developer disputes it. There is no independent party with the expertise to assess whether the claim is fair, whether the scope has genuinely changed, or whether the original budget was realistic in the first place. The project goes over budget, the parties end up in dispute, and everyone loses.

The quantity surveyor exists to prevent exactly this. At every stage of a project, from inception to final account, there is a financial professional who understands construction costs in detail, who can measure work accurately, who can manage contracts properly, and who can represent either the client or the contractor's financial interests with authority.

This is what it means to be the financial custodian of a project. Not just to count things — but to manage the entire financial story of a building, from the moment someone asks “can we afford to build this?” to the moment the last penny is agreed and the final certificate is issued.

The pre-contract stage: where QS work begins

Many people assume the QS only becomes relevant once a contract is signed. In reality, some of the most consequential QS work happens before any contractor is even invited to tender.

Feasibility and cost planning

When a client first considers a construction project, they need to know whether it is financially viable. The QS produces an initial cost estimate — often based on elemental cost data, historical rates, and professional judgement — that helps the client decide whether to proceed.

This estimate is not a detailed pricing. It is an informed professional opinion about the likely cost of a building, given its type, size, specification, location, and programme. Getting it right matters enormously. An estimate that is too low creates false expectations and can lead a client to commit to a project they cannot actually afford. An estimate that is too high can kill a viable project before it starts.

As the design develops, the QS updates these estimates in successive rounds of cost planning — elemental cost plans at different stages of design development that track the financial implications of every design decision. When the architect decides to use a more expensive cladding system, or the engineer specifies deeper foundations, it is the QS who quantifies what that means for the budget.

Procurement advice

Before a project goes to tender, someone must advise on how it should be procured. What contract form is appropriate? Should the project be tendered as a single main contract or broken into packages? Should the client use a traditional lump sum contract, a remeasured contract, or a design-and-build arrangement?

These are quantity surveying decisions. The choice of procurement route has profound implications for cost, risk allocation, programme, and the quality of the final product. A QS who advises well at this stage can save a client significant money and headache. A client who makes these decisions without QS input often discovers the consequences later — usually at the worst possible moment.

Preparing tender documents

When a project is ready to go to tender, the QS prepares the documentation. The centrepiece of this is the Bill of Quantities — a measured document that itemises every element of the work, enabling contractors to price on a like-for-like basis. We will devote a full article to the BoQ later in this series, but the principle is straightforward: without accurate, well-prepared tender documents, you cannot run a fair or meaningful tender process.

The QS also advises on the list of tenderers, manages the tender process, and evaluates the submissions received — including checking for abnormally low prices that might signal a contractor who has misunderstood the scope or is planning to recover costs through variations later.

The post-contract stage: where QS work keeps the project honest

Once a contractor is appointed, the QS's role shifts from preparation to administration and financial control.

Valuation of work in progress

On most construction contracts, the contractor is entitled to regular interim payments as the work progresses. The QS measures the work completed to date, applies the agreed rates, and certifies the amount due. This sounds administrative, but it requires constant professional judgement: Is the work actually complete to the standard required? Are materials on site stored properly and ready for incorporation? Are preliminary items being claimed at a rate that reflects actual progress?

Interim valuations are the primary mechanism for financial control on a live project. An inaccurate valuation — whether too generous or too restrictive — creates problems that compound over time.

Variation management

No construction project is ever built exactly as designed. Clients change their minds. Site conditions differ from what was anticipated. Design errors emerge during construction. The result is a stream of variations — changes to the scope of work that need to be assessed, valued, and agreed.

Managing variations is one of the most technically demanding aspects of QS practice. Each variation must be measured accurately, valued at the correct rate (which may be a contract rate, an adjusted rate, or a fair rate, depending on the circumstances), and agreed in writing before it becomes a source of dispute.

On public projects in Ghana, variation management is also a compliance matter. Ghana's Public Procurement Authority framework places constraints on the extent to which contract scope and price can vary without triggering a new procurement process. The QS who manages variations poorly — or who allows scope to creep beyond permissible limits — is not just creating financial risk. They may be creating a procurement compliance problem.

Final account

At the end of the project, all the work done must be measured, valued, and agreed in a final account. This is the QS's definitive financial statement of the project: what was built, what was changed, what it cost, and what the contractor is entitled to be paid in total.

A well-prepared final account, supported by contemporaneous records and properly agreed variations, is a document that closes a project cleanly. A poorly prepared final account — or one that has to be reconstructed from inadequate records — is a recipe for disputes that can last for years.

The QS in Ghana's context

Ghana's construction industry presents specific challenges and opportunities for quantity surveying practice.

On the public sector side, QS professionals are deeply embedded in the procurement framework established by the Public Procurement Acts (Act 663 and its amendment, Act 914). The QS's cost estimate determines which procurement method applies. The BoQ the QS prepares becomes part of the Standard Tender Document used for National Competitive Tender or Restricted Tender. The QS evaluates tenders, advises the Entity Tender Committee, and manages contracts once awarded.

This means that in Ghana's public sector, the QS is not just a financial adviser — they are a compliance officer. Errors in cost estimation can result in the wrong procurement method being used. Poorly prepared BoQs can undermine the integrity of tender evaluations. QS professionals who do not understand the procurement framework they are operating within expose themselves, their employers, and the public entities they serve to serious legal and financial risk.

On the private sector side, the challenges are different. Ghana's private construction market is dominated by smaller projects with limited documentation, informal procurement arrangements, and contractors who may be operating without formal contracts. Here, the QS often has to build financial management structures from scratch — establishing cost control frameworks, advising on contract forms, and providing the discipline that formal procurement processes impose automatically in the public sector.

Why the QS is irreplaceable

There is sometimes a temptation — particularly in cost-conscious environments — to ask whether a quantity surveyor is really necessary. Could the engineer do the cost planning? Could the contractor manage their own valuations? Could an accountant handle the financial control?

The answer, in each case, is the same: they could try, but they would not do it as well, and the gaps would be costly.

An engineer understands structural design. An architect understands space and aesthetics. An accountant understands financial reporting. None of them have the specific, detailed knowledge of construction costs, methods, contracts, and measurement that the quantity surveyor develops over years of practice. The QS sits at the intersection of construction knowledge and financial discipline — and that intersection is exactly where the money lives.

Ghana's construction industry is growing. Infrastructure investment is increasing. Public procurement frameworks are becoming more demanding. The need for competent, principled quantity surveying practice has never been greater.
